I agree, although sometimes novel but seemingly less influential ideas are the stem of something useful that can ultimately lead to progress

Mostly agree, though novelty does have a tendency to innovate/expand on prior progress, and hence lead to more progress - a recursive phenomenon per se.

Novelty is relatively clear when it occurs. Progress is not. Sometimes "progress" moves sideways or backwards.
