Arguably, 4 fps is the upper bound of the resolution you'd need to achieve full artistic control. For most scenes, 0.5 fps may suffice

Less and less of our animation is ‘hand-drawn’ today making these ‘tweening’ gains somewhat irrelevant, no?

Animations today is largely setting key model poses and letting the software do the rest via animation curves and constraints/expressions.

I bet inventing inbetweens is a lot further off than turning rough drawings into finished drawings given enough examples in the same style
