Human-level AI is often forecast 20 years in the future. I think that's overly optimistic, by a large factor, and I am willing to bet on it

Both. You cannot factor one out. But the hard part is the software, clearly.

I predict in 20 yrs, spinal injury in a paralyzed housecat can be bypassed with optoelectronics to restore nearly full agility.

Although that will probably require the brain to learn a remapping of artificial sensory inputs and motor outputs.
