In what world is "AI" limited to agents? If it were, less than 1% of AI folks would be working on "AI". And does a convnet have a goal?

No. That's ML. The creeping expansion of "AI" is part of what got us in this mess.

ML is adaptive. AI has goals. 99% of programming fits neither description.

Convnets are useful for perception, though, so are a necessary precondition for embodied AI. They aren't AI on their own however.

Programs ⊃ Adaptive programs (ML) ⊃ Intentional programs (AI)

At this point you're just making up your own definitions, contradicting how the entire field uses these words...

But I hardly think it's a fringe view that agency is critical for general AI.

Not fringe at all, if talking about AGI. But that's not what ppl commonly refer to as AI (current DL/ML applications, some symbolic algos)

Also, simply pursuing a hard-coded goal may not qualify as agency (e.g. thermostat, paperclip maximizer). Agency is ability to self-direct

An agent with goals is a required but but not sufficient condition for "true AI"

I guess that would be crossing the line from goal-directed behavior to free(ish) will.
