Not fringe at all, if talking about AGI. But that's not what ppl commonly refer to as AI (current DL/ML applications, some symbolic algos)

Also, simply pursuing a hard-coded goal may not qualify as agency (e.g. thermostat, paperclip maximizer). Agency is ability to self-direct

Well I think this is a matter of AI being "defined down" over the years. What people used to call AI now gets called AGI.
