The surest way to have zero success in visual arts or writing is to draw/write what's in your heart. Good art follows a small set of rules.

Sounds like Ben Franklin's list of virtues, with tally marks to make sure he was abiding by them appropriately, in his journal.

Following the rules feels like cheating. Easy, low-effort success. But rather unsatisfying.
-
I will also note that "art by the rules" doesn't have to be formulaic. Rules aren't templates, like SWE best practices aren't a framework

What are the rules in the case of drawing? How would you go about figuring out the rules in a general situation?

Follow the rules = redundancy, Break the rules = entropy. According to Cybernetic Aesthetics the sweet spot seems to be around 6.5/10.
-
Funnily enough, the ratio between novelty and the expected is part of the rules. The rules are higher-level -- not a formula.
