I'm more concerned about abusing the use of methods that boil down to statistical analysis, to mask unethical human activities.
Arguably the greatest threat is mass population control via message targeting and propaganda bot armies. ML not a requirement though

AI/ML makes a few existing threats worse. Unclear that it creates any new ones.

The thing is, solutions do exist, and they're generally ML based. But for some reason I see an unwillingness to defend ourselves

I agree. For the moment humans are still the state-of-the-art to hurt others, so exposing hypothetical danger from AI is kind of absurd.

I would add that our (French) elections are good examples of stats + data usage for message targeting.
