Urban infrastructure is a pretty solid investment though. It's hard to over-build. And under-building can have dire consequences.

Sure, overbuilding is bad. Still, there are worse ways to attempt a stimulus than infrastructure spending. At least you get something back

Depends. Lots of empty bullet trains, it appears. (And useless sea walls, paved rivers, etc, etc)
