What if you had a country with no public transportation infrastructure, where you could invent it from scratch? What would you come up with?

Unfortunately blimps are fairly slow today, but perhaps this could be improved.
At scale, that would be a far worse eyesore than an elevated railway network. Safety would also be a concern

Not very high off the ground. Maybe 5m? Just to avoid having to build roads/tracks/tunnels. Then repel down to a boosted board :)

And isn't air transportation (even at 5m altitude) super energy inefficient compared to rail?
