What if you had a country with no public transportation infrastructure, where you could invent it from scratch? What would you come up with?

I'd tend to agree with that at a high level, but the devil is in the details...
Bullet trains for distances <300km and a dense+fast subway network for intra-city transportation is what makes the most IMO

And of course, walkable and bike-able cities. So basically Japan/Tokyo but with broader streets and actual bikes lanes.

The most important piece seems to me to change zoning laws and town codes such that every day travel (commute, commerce) is minimized.

It would be nice to be able to develop an airship based system to allow for more routing flexibility over time.

Unfortunately blimps are fairly slow today, but perhaps this could be improved.
