What if you had a country with no public transportation infrastructure, where you could invent it from scratch? What would you come up with?

Nice to have, but doesn't scale to reasonable distances, and won't work for everyone

Agreed it's not a solution alone. Alternative answer for NYC: one east and one west ave and most x streets in Manhattan to be car free.

That would about do it. (With making cars, development of buildings pay their social cost)
