What if you had a country with no public transportation infrastructure, where you could invent it from scratch? What would you come up with?

Is there demand? Not sure how one could answer without having an idea the marginal value of a given system (with apologies to Arrow).
In cities that have good public transportation systems, they're all running at capacity, so yes. People want to get around fast and cheap.

Of course. I meant that to find an 'optimal' trans system for a place, knowing & understanding the communities and existing systems is key
