In cities that have good public transportation systems, they're all running at capacity, so yes. People want to get around fast and cheap.

Honestly - comprehensive national train network plus subways with bike paths everywhere. Point to point anywhere in country possible by bike

Intermodality is key. Being able to switch between bike, inner-city subway, high-speed train btw cities, VTOL in the future without friction

I'd bet on China for this. Huge cities, industrious population, fast pace, and still not much infrastructure
