I believe they're not. Bc a search algorithm developed this specific implementation in order to answer a specific (fairly narrow) question.
Thus what matters more than this one solution, is the problem it is solving. Formulate the problem, and you can search for new solutions.

One issue w/this logic: evolution hasn't been driven by a static set of constraints, so it's not clear that 'the problem' exists/is knowable

Indeed. It could even be argued the biological basis for human level intelligence is a fluke of nature, not a result of optimization
