I would guess the brain of a good reader in a state of flow is almost at capacity.
Additionally, I'm skeptical that downlink bandwidth for thought transfer can be increased much with better tech. Speed reading doesn't work.

probably not unless better tech means redesigned pyramidal cells in visual cortex/some more direct mental-mmap-for-words

Perhaps, but it need not be just about bandwidth. It's about opening up that avenue of signals to process apps currently unknown.
