in countries that do manage to educate their pop successfully, it seems the culture plays a bigger part in it than the schools.

I think there are many factors. In the former colonies, the educated "new rich" is antipodal to what you might ve expected from the culture.

Education should not just be dissemination of information. Information is entropy. What we want is negative entropy.

But yes, it is probably the most imp factor. It is difficult to "teach" how to think critically and to expose kids to a wide set of ideas.

Ironically, often, an edu can give the eco resources to an individual to actually become unaware of programmed ineq, power structures e.g.
