Separable convs have been around since 2014, but they're still almost completely absent from convnet design.

You are referring to their use in convnets I guess? Since in image processing they've been used for much longer.

Yes, in convnets. But in image processing the term "separable convolutions" refers to spatial separability, a different concept.
