http://docs.aws.amazon.com/AmazonS3/latest/dev/RequesterPaysBuckets.html … might be an option. Otherwise Digitial Ocean comes with a lot of bandwidth.

why don't you use torrents ? if you expect that many downloads, seeding them for long enough should do the trick
