How should I host pre-trained models for ppl to download? S3 could be expensive (each model is ~500MB), gDrive doesn't allow programmatic DL
Expensive in terms of bandwidth. I'd expect ~20-30k downloads a year

http://docs.aws.amazon.com/AmazonS3/latest/dev/RequesterPaysBuckets.html … might be an option. Otherwise Digitial Ocean comes with a lot of bandwidth.

dropbox allows programmatic downloading. Also academic torrent is a possibility.

why don't you use torrents ? if you expect that many downloads, seeding them for long enough should do the trick
