I really don't understand the comparisons between "AI" and "nuclear weapons" (I mean, beyond the obvious fear-mongering intent).
It's like saying "computers are just like artillery" or something. How nonsensical can the "discussion" get?

I think they refer to when AI achieve super human intelligence. Then you could ask AI for the optimal plan for world domination.

But off course, by then there would be other super AIs to counter attack the malevolent users. But maybe that would be unstable.
