I'm not 100% sure how many users Keras has, it's challenging to estimate. The 400k figure is badly outdated though, it's over 1M at least. But do note that the Kaggle survey is about the subset of Kaggle users who self identify as professionals!
A good rule of thumb would to say # users is ~ # MAUs to the docs website, excluding the landing page. But even that is super tough to estimate, because 1. google analytics numbers are super unreliable (80% of visitors have an adblocker) 2. there are two distinct websites
