could it be perhaps that “10x engineers” or “exceptional ppl” are less defined by eg being some person or individual of greatness and moreso by the situational context surrounding the coincidental meeting of right setting, person and moment?

The *expression* of genius is contextual -- right problem right time -- but latent genius is rather obviously intrinsic. But most latent geniuses never end up expressing their potential, unfortunately.

10x term originated from a paper which showed that the best programmers are 10 times better than the worst programmers. 10x engineer is basically a best of *all* peer programmers (Not the best of best)

Half the value of a really great dev is that you don’t have to hand them a project on a platter, you point them in the general direction of a problem and then they kill it. And then they get promoted and no longer spend all their time coding, but that’s a separate problem.
