I've blocked exactly one person, and I never want them to stop feeling special.
At 40k followers that's really not a lot. Over time I've tended to block ~1 account per 10k followers, though it was once as low as 1 per 20k.

Muting does the same thing for me, without giving someone the bragging rights of knowing you don't hear them. They simply become irrelevant.
