The 2021 developer survey results are here (thanks @StackOverflow)! 60k developers were asked about the technologies they use.
10.14% of all developers reported using Keras, up from 6.2% last year. That's 64% growth! 16.5% also reported using TensorFlow, up from 11.5% last year.pic.twitter.com/AOYtdVcMa5

Do you know why roughly 6% TF developers do not use Keras? Is it because of old code developments on TF1 or because Keras does not fit in their workflow?

It roughly matches the percentage of the user base still using TF1, so that would be my guess. Good news: the percentage is steadily decreasing.
