Whenever our species goes through some hard times, there's a group of people -- consistently the same people, across generations and continents -- that goes "I know, let's side with the hard times and make things even worse"

Who do you mean by consistently the same people? Also, something to consider: in engineering there is a principle to assume that the problem is due to a flaw in the system, not a flaw in the user.

Not sure you can use engineering principles when talking about people's behavior ... Although it is true that most of those, who believe antivax BS, are victims of the system that misinformed them, accepting that some people will think wrong is part of the free thinking system.
