The fact that there are accounts out there with 1.5 million followers and 20 likes per tweet on average is proof that Twitter is still far from having cleaned up its bots / fake followers problem (though it's not nearly as bad as it was in 2016)

A good chunk of the cause might just be twitter not showing people posts. I've noticed that for some people I'm following I won't actually see their posts and then be surprised when they've posted a ton of stuff since my last check.

I use likes only to save the tweet for later (usually for educational or other purposes) and not as a sign of symphaty, so I wouldn't generalize like that

"...or your tweets are bad". "Bad". People (imho) shouldn't optimize for likes - unless we're aiming for an influencer-lkind of society where ultimately 90% of posts are cats' pics. There is no bad, there shouldn't be expectations.
