Definitely, Though while it might be a minor point, maybe some of them might have been trained this way? In certain other fields, there used to be journals that wouldn't accept the submission that was citing anything from those sources. Just speculation though.

I don’t understand this. I thought it was clear if you use it you must cite as academic dishonesty otherwise. But the policy gives ACs and rebuttal a reprieve from related work out on arXiv close to the deadline or poor unpublished work.
