Teaching things to memorize is scalable and success is easy to measure, while having pupils/students to practice efficiently (and thus reinforcing their memorization) is (much) more of a hand-tailored task.

It depends on the teacher. And, by the way, children are great at memorizing and repetition. Not so much at relating concepts the way adults are. First memorize, then reason, it's kind of the way we're wired.
