People take 18+ years to need a house. Anticipating housing shouldn't be challenging. If it is, there should be a "buffer" of empty houses to cover for the "latency" that you mention Tolerating homelessness suffering is not only immoral, but also more expensive for our society

Low density neighbhourhoods often don't want to change and oppose affordable housing. Those same home owners are also often the most likely to vote.

Tech for 3Dprinting houses exist, and there is housing available... The problem is ensuring it's affordable to low-income families, jobs are where housing is available, extending public services (water, sewage, energy, transportation, schooling...) to these areas, etc.

Unfortunately federally-funded public housing has to replace an equal number of private units so as not to "distort the market".

This may still leave problem. The rich folks who like to invest in real estate will snatch them up in no time, pricing out lower income folks forcing them to rent (or go homeless). As long as real estate is a store of value and investment, this isn’t easy.
