I agree with your general point, but not only it is most certainly possible to compose without playing, it might be preferable.

I was watching some youtubes of Teo Macero. He would commonly write out entire compositions for the entire band on demand for TV, etc. There's a whole level of skill and ability beyond people like us.

I can compose music without having to play it physically, I just play it in my mind. In fact, I compose music by repeatedly listening to what I already have, and waiting for my brain to add something to it. Rinse and repeat.

How do you know that the act isn't merely a filter? I.e. it only allows through things that are familiar/comfortable. Hence the banality of everything I "compose" at the piano! Intelligent composition needs to be able to go outside of those filters.
