It's a way of saying that most of the work of a chemistry researcher will consist of writing and using software, and that strong CS fundamentals will become essential to performing this work. Stronger statement that e.g. "CS will be a tool for chem". SW will be the entire medium.
Simulations will play the primary role, and ML will often be a core component of these simulations. ML may not be the primary driver of this new retooling of these scientific fields, but it will be an important part of it.
