I'd caveat that the former creates value for the few (i.e. cartels) whereas the later creates value for all (i.e. universal healthcare).

Depends on how you define value. Also, value from whose perspective- producers, consumers, or society as a whole.

It creates value for ingroup, removes for outgroup, and since outgroup is usually bigger, utilitarianism would say total value is decreased.
