I realize tools in infosec achieve this far better than conventional dev tools. I don't know if this is primarily because infosec emphasizes a culture around learning tools.

You use the word 'tool' but what you are describing is a framework or a platform. A hammer is a good tool, but you need a very unique environment to debug it

For an individual user it sounds right. One remaining question is how you aggregate the effort over different users? Would you make a change in the tool if it enlarges the set of users that can use it at all but those in the smaller user set have to spend more effort?
