An octopus cannot understand what it’s like to be a human, but equally our minds are inadequate to imagine what it’s like to be an octopus. An extra-terrestrial might be so inscrutably exotic that we would not recognise each other as being intelligent or conscious at all.
We are surrounded by intelligent systems (ecological, collective, cultural...) that we don't readily recognize as intelligent because they don't have a body analogous to ours.
And we spent 20k years breeding dogs to do eye contact and facial expressions, that they only use with us, not each other.
