That would make more sense -- implies that they found ballots they forgot to count the first time around?
Yeah, that's what I would imagine
"Found ballots"...sounds like just the type of thing *some* folks are itching to blow way out of proportion
Or they read ballots the machines couldn’t count.
Maybe some ballots were weirdly marked so the machine couldn't count it, but a human looked at it in the recount and could tell what the person meant. Like, maybe the person accidentally votes for the wrong one, crosses it out, and writes a little note.
