War and ongoing exploitation (value extraction) rooted in colonialism don't seem that different to me. With multinationals as powerful as governments war becomes value extraction at scale for market dominance. I guess you're right about 'civilization' (as Western colonialism)'.

I hope AI researchers of your calibre are more aware of what is happening around them, it would be foolish to think the Military would let go of such precise technology as DL, companies like Raytheon are already funding large scale research in DL across Pvt. Res. Univ. In Us

Army research labs, and DARPA already have access the cutting edge research being conducted at Pvt. As well as public research universities across US, and we know it's the state that has done the development and the corporations that have marketed it, and now it's both in both.

The military will always lead R&D efforts. Self-driving cars are due to DARPA. Google moonshots have been a dud. It takes the government to do great things. Private companies are in for the money.
