Making algorithms do something is only useful when you need to do the thing thousands of time, without human supervision. Good propaganda requires tight supervision, and only a small number of pieces of content. And producing photorealistic fakes using Photoshop is not hard.
I would say that for most people, is still way easier to do a credible photoshop than a crappy deepfake
unless you want to do video, then photoshop is infeasible.

I think the concern is that editing a video lies in both these categories, since editing even a single video requires manipulating thousands of frames. This was not so easy and accessible before deepfakes.
