The thing with rapid disintegration is that once it begins, it is very difficult to slow down, much less reverse. The shattered glass shards won't reassemble themselves into a nice window pane.

Precisely. Not everything can be legislated. Society and institutions function on assumptions that everybody abides by unwritten norms regarding conflict of interest, conducting oneself in public . But is somebody comes and destroys these norms, it is not easy to rebuild.
