We have amassed a huge body of knowledge about the brain. But because that knowledge is purely descriptive, not explanatory, we actually understand very little about how the brain works.

What is your assessment of his later work on Unified Theories of Cognition? It seems that SOAR and ACT-R today give fairly accurate timing predictions for lots of experimental data. (Not really my area, but I'm wishing it success!)
I see SOAR and ACT-R as historical curiosities. Certainly interesting in themselves, and valuable efforts in their time, but not what I'm looking for (and, I suspect, not what he was really looking for either)

SOAR is still under very active development in John Laird's group. I think they've added RL and perception
