While functionally this is true for Japan of today, I think it does not fall into the same category as Iceland.

There's a reason why some of the worst atrocities ever witnessed were conducted by the Japanese en masse (not too long ago). It has had a narcissistic side to it (quite different from the West where such impulses operate at an individual level, in Japan they were collective).

Iceland's military budget is between $15 and 60 million, depending on how you count the coast guard. Which is ~ 0.1% +/- 0.1 of GDP. Japan mil is 1% GDP. Iceland police don't carry guns, except airport and swat. Gun ownership is high bu regulated. No handguns. There are riots.

Here is a crazy idea. Could it be because they are homogeneous countries?

1. So does Russia or Saudi Arabia 'homogeneous'. 2. Japan wasn't always like this, they changed, specially after WWII. I think the case is being small (area) countries.. it's easier to fix a whole population broken mindset. Diversity is never a problem by itself.
