I disagree. We often say that an action was a "smart move" because it was much more effective than the alternatives. Intelligent behavior == a lot of smart moves. Your view is very "learning centric". Maybe we need to catalogue the various kinds of intelligence?
Intelligent behavior is adaptable behavior. If your "behavior program" is capable of improvising in novel situations, it matches my definition. If it can't adapt and generalize to novelty, it isn't intelligent.
Yes. I'm just pointing out that people use the word "intelligent" to mean multiple things; yours is not the only definition. Historically, it is not the dominant one (see Russell & Norvig discussion of the four main definitions).
That's why anyone can call AI their solution using their own definition
