Isnt that the point of “per capita”? we compare per capita infant mortality and other health metrics between 3m and 330m countries.

Yes but things can scale differently when dealing with orders of magnitude difference. Not saying it’s wrong but it can hide the true magnitude, which, in terms of deaths, is critical.
