France had a really bad, incompetent start, + was fairly vulnerable (handshakes/kissing/no masks). But it took strong measures and they worked. It's now past the peak and planning its reopening. Yes, it only makes sense to track by regions that have homogeneous C19 policies. The USA has no real national ruleset, so looking at aggregate numbers isn’t that useful.
