A better count will be a year or so, compared retrospectively to 2019. There might be excess mortality associated with deferred care for non-COVID illness confounding it, I suppose (I know my with has had to put off some of her cancer surgeries because they are "elective").

"excess mortality... 1.5x confirmed COVID-19 deaths" doesn't make sense. https://en.wikipedia.org/wiki/Mortality_displacement … It means x1.5 more people dying than historic average same location, same time period... which is attributed to COVID19 situation (directly or indirectly)
