Not always. It is difficult to untangle personal inclination from social structure, socialisation etc.

I think the distinction between 'believing in' and 'believing that' is ought to be made here. I believe in civil rights and believe that Elon Musk is the CEO of Tesla. While obviosuly not mutually exclusive, 'believing in' need not be epistemic.
