One of the worst take I hear constantly is, "technology is neutral, neither good or evil, it's just a tool". The design of a tech product -- algorithms, interfaces -- modulates who it will empower and who it won't. It alters prior power dynamics.

It's an Anglophone meme. In French, there's a proverb "good tools make good workers".

Most “tech” isn’t really tech. It’s packaged features. Products. Design. Intentional, purposeful. It is the opposite of neutral.

It is just a tool but it doesn't mean it's a universal and unbiased one. Like, if you see a hamner, you know something's gonna be hit hard.

A "tool" implies utility, which implies a user with objectives, so there is an irreducible political dimension. If technology is "just a tool" that makes it internally inconsistent to say the tool is neutral. I can imagine a proof of this in the form of a Socratic dialog.

I think the usual notion here is that good outweighs the bad. Humanity as it is can not cease weapon production and development, same with any (tech) product. Delegating the control is the dangerous part, not development per se.
