I think being pretty much a live cartoon character really helps your electability as a politician. Makes you memeable, iconic. Simple, effective narrative. Doesn't even matter if you're a modern hero type of cartoon character or a caricatural villain from a 1990s animated series.

Well, over-the-top billionaire villains from animated series for teens were usually good leaders. The protagonists were winning due to plot armor (case in point: The Kingpin from Spider Man 1994).
