Possible, but doesn't Finland have most of the fixes you mentioned (https://www.nytimes.com/2019/12/07/opinion/sunday/finland-socialism-capitalism.html …) but I don't think they have that much higher birthrate?
...And yes, many of the social policies you speak of, like free education up until college, make sense and have shown remarkable results in many european countries (Finland springs to mind)...
...but with that being said, we need to acknowledge that we need a cultural change. We, millennials, really need to start fighting more and demanding less.
