Kaggle hosts competitions with important cash rewards, so I think it's safe to say that it's attractive to DL experts and that the most used DL framework by people who win on kaggle is pretty a good indicator

You could also say that of the last 4 image competitions on Kaggle, 3 of the winners used PyTorch and 1 used TF2.0. No Keras from what I can tell.

Most people taking part to Kaggle competitions are beginners rather than the "best" in the world . As you would expect the "best"are probably in highly paid jobs rather than doing underpaid work for other companies on Kaggle.
