Imagine an algorithm capable of generating a Wikipedia-like encyclopedia from raw sources (e.g. from the Internet minus Wikipedia), at the same level of factual accuracy, edition quality, scope, and resolution. When will this be feasible?

Agree, this does not require AGI at all - only mimicking Wikipedia structure and content, to the point where it cannot be distinguished by a human evaluator. And content does not need to be auto-generated, just abstracted/summarized from existing web.
