I just took some time to watch the talk. Some things I take from it: 1) Keras has indeed a very nice UX, although I knew that already. 2) you criticize pytorch's API a couple of times, but it is always the low level API. 1/2
3) following the numpy API is not always good, as you exemplified by Karpathy's tweet.
4) @PyTorch is compliant with what you said in the talk with their high level APIs (Modules, transforms, etc), and TF2/Keras seem to be taking the same approach nowadays.
